Public Records for a state institution include any record containing information relating to the conduct of college business that is prepared, owned, used, or retained by the college. Only existing documents are releasable. The college is responsible for the order and condition of its records.

About Public Records

The purpose of Yakima Valley College’s procedure is to ensure compliance by the college with the provisions of state law dealing with public recordsRCW 42.56 Public Records Act. The procedure also provides a method by which YVC staff will review and respond to public records requests. The information contained in the procedure is designed to aid both those requesting public records and those responding to public records requests. The procedure assists in guiding expectations of requesters and providing notice of the process to appeal a records decision, if necessary.

YVC will provide records requested by the public as provided in Administrative Procedure 2.08, unless such records are exempt from disclosure under RCW 42.56 or other laws under which disclosure is regulated.

The college has published its procedures in the  Washington Administrative Code, Chapter 132P – 276

  • Public records requests can be requested on a Public Records Request From , by email at publicrecords@yvcc.edu or letter by mail to  Public Records Officer, Yakima Valley College, PO BOX 22520, Yakima WA 98907.
  • Subpoenas and other official legal documents requesting information are acceptable means as well.
  • Complete Public Records Request Forms or other acceptable requests are submitted to the YVC Public Records Officer at the contact address provided.
  • The Public Records Officer processes the request to the appropriate office.
  • The appropriate office returns all the information to the Public Records Officer.
  • The Public Records Officer reviews documents for exemptions under RCW 42.56 and other applicable laws.
  • Documents not under any exemptions are prepared for release to the requester.
  • Documents are released to the requester.

The college will acknowledge the request within five (5) business days. At that time the Public Records Officer will determine the time-frame for the release.

The college may charge a fee of fifteen cents per page of copy for providing copies of written public records and for use of the college copy equipment. The college may charge the actual cost for providing copies of public records, including mailing costs and costs for duplicating audio tapes, video tapes, and other media. These charges are the amounts necessary to reimburse the college for its actual costs incident to such copying and mailing. All fees, unless waived, must be paid by money order, cashier's check, or cash in advance.

The public records officer is authorized to waive the foregoing costs. Factors considered in deciding whether to waive costs include but are not limited to: Providing the copy will facilitate administering the program and/or the expense of processing the payment exceeds the copying and postage cost.

Students' Right to Privacy is protected under the Family Educational Rights and Privacy Act (FERPA).

Some of the most common exemptions are listed below. This list is for informational purposes only and is not intended to be an exhaustive list of exemptions. 

  • Personal Information, i.e., residential address or telephone number of any individual associated with the college.
  • Social Security numbers.
  • Student Identification numbers.
  • Mailing lists of employees, volunteers and students to be used for commercial use.
  • Health Records.
  • ADA disability records.
  • All applications for public employment, including the names of applicants, resumes, and other related materials submitted with respect to an applicant.
  • Test questions, scoring keys and other examination data used to administer any examination.
  • Personal information regarding college students, including examination results, grades, class schedules, and curricular material, is protected information under the Family Educational Rights and Privacy Act.
  • Internal drafts, notes, and recommended may be exempt from disclosure until a decision has been made. When a decision has been made, they are public documents.
