Sneasel is a cat as well as a weasel. In Japanese its name is Nyula, with "Nyu" being the onomatopoeia for a cat's purr. Bulbapedia and Lockstin both go into more detail about the cat nature of Sneasel (which, to be clear, is still ALSO a weasel.)
Also Mewtwo wouldn't be a terrible addition, it has "mew" in the name which is a kind of cat sound and thus may similarly bias cat-lovers. While not specifically a cat, the cat-fan allegation may apply there.
Finally, Eevee is most closely related to a fox, which is a canidae that's true. However, foxes have undergone convergent evolution and have adopted many traits that are stereotypes of felines, such as vertical pupils, retractable claws, solo hunting styles, and rough cat-like tongues. They're not cats, but they also kind of a little bit are.
Regardless, Eevee isn't any of those things and was designed to be a cute generic small mammal, and so the closest analogue being a fox, a canidae with feline traits, kind of nails that "generic" prompt.
It counts for cats.
