Yep, Android has something similar. On your Samsung phone, go to Settings > Battery > Background usage limits to put unused apps to sleep.

I refuse to buy a Copilot+ laptop until Windows fixes this

Open msinfo32 to check your hardware. If your PC has an NPU with 40+ TOPS, 16 GB RAM, and a 256 GB SSD, it's Copilot+. You'll find Recall in Settings > Privacy & security > Recall & snapshots, where you can turn it off.
