The freelance economy is project to hit $674 billion this year. And at the same time, a growing number of companies are quietly pulling back from freelance arrangements altogether. That's not really a contradiction - it's two different reactions to the same pressure. Regulators are tightening the rules on who counts as a freelancer versus an employee. Misclassification isn't a paperwork technicality anymore; it comes with real financial and legal exposure, and enforcement has gotten a lot more sophisticated. Faced with that risk, some companies are doing the opposite of scaling up freelance work - they're ending those arrangements and either bringing the role in-house or restructuring it entirely. So freelancers end up caught in the middle of a market that looks like it's growing on paper, while individual companies are making the opposite call at the same time, often for reasons that have nothing to do with the freelancer's performance and everything to do with the company's risk exposure. If you freelance or manage freelance talent, this is worth watching closely. The rules are shifting faster than most contracts are being rewritten. WTF Is a Freelance Champion? Actually, WTF Is a Freelancer Anyway? The Government has appointed its first Creative Freelance Champions. I welcome the idea. But before anyone can represent freelancers properly, we need to answer a much more basic question: who actually counts as one? The headline figure is 703,000 self-employed people in the Creative Industries. But that misses PAYE freelancers, limited-company contractors, portfolio workers and creatives working outside businesses officially classified as part of the Creative Industries. The real freelance creative workforce may be much larger. So rather than criticising the two new champions, I’ve looked at what I would do with 18 months and roughly one day a week to make the role count. Define freelancers properly. Count them properly. Measure income, contract length, gaps between jobs, training, satisfaction and churn. Then identify the few structural problems Government can actually fix. Freelancer or FTE - what are clients actually choosing this quarter? Six weeks into Q3, the pattern is getting sharper: → FTE hiring is back for core, ongoing capability. Where a client needs a skill set permanently embedded - not just for one campaign - they're committing to perm again, especially in product design. → Freelance is winning for anything with a defined end point. Launches, rebrands, cover for parental leave, specific project sprints. Clients don't want to carry headcount once the work's done. → Budget sign-off timelines are the real deciding factor. Several clients have told me the decision isn't really "freelance vs perm" - it's "can we get perm headcount approved before we lose the person we want." When approval drags, freelance becomes the default by necessity, not preference. → Some clients are testing freelance-to-perm on purpose. Bringing someone in as a contractor first, then converting once budget and fit are both proven. This is becoming more common than a straight perm hire from a cold start. If you're hiring: get clarity early on whether this is a "forever role" or a "right now role" - it changes everything about how you should be recruiting for it. If you're freelancing: worth asking upfront whether a client sees the role as a stepping stone to perm, so you know what you're walking into.
