This full-time, 12+ month program allows each fellow to spend time in the City Manager’s Office, Management and Budget Department, and one operating department. Join us in welcoming Art Reinhart back to the City of San Antonio as our newest Public Works Director! City Manager Erik Walsh appointed Art as Director of our Public Works Department, effective January 5, 2026. Art joins the City as its first permanent Public Works Director since the department split into two departments in 2025 – Public Works and Capital Delivery. The Public Works Department will focus on street and sidewalk maintenance, right-of-way management, drainage infrastructure, and traffic signs, signals, and pavement markings, allowing the Capital Delivery Department to manage major capital projects. He has more than 20 years of engineering experience, having served in local government and the private sector. Most recently, Art held the role of Bexar County Engineer and Public Works Director. From 2013 to 2020, he worked for the City’s then-named Transportation & Capital Improvements (TCI) Department, rising to the ranks of Interim Deputy Director. Art holds a Bachelor of Science in Civil Engineering from the University of Texas at Austin. We are excited to have Art rejoin Team COSA and lead our Public Works Department. #sanantonio #cityofsanantonio #texas #publicworks

Join us in welcoming Dr. Antonio Caldwell as our newest Assistant Director in the Animal Care Services (ACS) Department! Dr. Caldwell joins the City's leadership team with a passion for community-focused animal welfare and a proven commitment to helping people and pets thrive. We are thrilled to have him bring his energy, vision, and compassion to San Antonio as we continue strengthening the services and support we provide to our community. Before joining ACS, Dr. Caldwell served in leadership for the City of Brownsville, where he helped expand access to veterinary care, community programs, and lifesaving services. His work included launching their first TNVR program, growing public access to low-cost spay/neuter, and helping increase the live release rate from 26% to 78% in just one year — achievements that contributed to Brownsville being named the 2025 National Animal Control Association Agency of the Year. Dr. Caldwell holds a bachelor’s degree from The University of Texas at Dallas and a Doctor of Business Administration from California Intercontinental University. He currently serves on the Board of Directors for the Texas Animal Control Association.
