  • On June 19, 1865, in Galveston, Major General Gordon Granger issued General Order No. 3, informing the people of Texas that all enslaved people were free. The Emancipation Proclamation had taken effect more than two years earlier. Freedom had been declared. But for nearly 250,000 enslaved people in Texas, it had not yet been fully enforced. Juneteenth reminds us that freedom must be more than words. It must reach every person. Today, we remember those who waited far too long for freedom—and honor the meaning of this day.
