This is explicitly a test. Introduce a new GitHub Actions workflow to run curl verbosely against the cloud SDK versions json, count success/failure rates, and sleep between consecutive runs. The default number of runs is set to 50.

ci: Add curl versions tracker workflow

Introduce a new GitHub Actions workflow to monitor the reliability of
network requests against the cloud SDK versions endpoint. This tool
performs a configurable number of verbose curl operations with sleep
intervals to help diagnose intermittent connectivity or rate
limiting encountered in the CI environment.

Issue: 864
