grafana/otel-lgtm:latest pointed to 0.7.3 which breaks the
service_instance_id_check in the OTel acceptance test. 0.7.2 is
confirmed working.

Pin to 0.7.2 for reproducible builds and add a renovate annotation
so the pin is kept up to date automatically.

grafana/otel-lgtm:0.7.3 (the current latest) breaks the
service_instance_id_check; 0.7.2 is confirmed working. Pin to 0.7.2
