The Gambling Division regulates the remote and non-remote gambling sector in Gibraltar.

This is the new Gambling Division website which, over the coming weeks, will be developed into the primary source of information for licence holders and other stakeholders.

It will also serve as the digital licensing portal and incrementally specific categories of licence application will be digitalised. For now we will continue to deal with licensees via email primarily through gamblinglicensing@gibraltar.gov.gi and gamblingregulators@gibraltar.gov.gi 

Further guidance will be published on this website as and when required.

Existing licensees with be 'grandfathered' under the new Act and we will advise of any administrative changes going forward. For now, it is business as usual for licence holders and we will communicate key changes at the earliest opportunity.

All new categories of licence holder will have a period of six months from the commencement date of the Act in which to obtain a licence, and we are happy to engage with stakeholders and to assess preliminary applications for licenses and to deal with specific queries. Within the transition period, new potential licensees are deemed to be conducting lawful activity, but we would encourage early engagement.
 
We recognise that the industry is having to cope with both new legislation and a changing regulatory structure and so we aim to be pragmatic and flexible in our approach. We would ask for your tolerance during a period of change as we work through a peak period of queries and questions.
 
Any new requirements beyond those contained in the Act and extant regulations (such as new codes) will be subject to consultation before implementation.

The Gambling Commissioner, the Licensing Authority and the Gambling Division

The Gambling Act provides for two separate entities to oversee the licensing and regulation of the gambling industry in Gibraltar, namely; the Licensing Authority who is the designated Minister and the gambling regulator who is the Gambling Commissioner. The Gambling Commissioner and Licensing Authority are assisted in the performance of their duties by staff members of the Gambling Division.

The Licensing Authority has traditionally only considered licensing blue chip companies with a proven track record in gambling in other jurisdictions. Nevertheless, the jurisdiction will also consider the licensing of appropriately funded start-ups and expanding operations proposing to relocate wholly or partly from other jurisdictions.
