Enterprise Software Initiatives (ESI)
The DOD Enterprise Software Initiative (ESI) is an official DOD initiative sponsored by the DOD Chief Information Officer (CIO) to lead in the establishment and management of enterprise COTS IT agreements, assets, and policies. DOD ESI lowers the total cost of ownership across the DOD, Coast Guard and Intelligence Communities for commercial software, IT hardware, and services.
Information Technology Enterprise Solutions - Software 2 (ITES-SW2)
The scope of the Information Technology Enterprise Solutions – Software 2 (ITES-SW2) includes COTS IT software products in the following 14 catalogs: Audio & Visual, Business & Finance, Communication, Database, Education, Internet, Modeling & Simulation, Multimedia & Design, NetOps, Office Suite, Operating Systems, Programming & Development, IT Utility & Security, and Specialized. ITES-SW2 also allows customers to fulfill a total solution requirement by adding related incidental services and/or hardware.
Ordering Open To: Army, DoD and other Federal Agencies
Ordering Instructions:Requests for software under ITES-SW2 are submitted via Digital Marketplace RFQ or RA tools. Army customers must follow the software order of precedence which is: Joint Enterprise License Agreements (JELAs), Enterprise License Agreements (ELAs) and Core Enterprise Technology Agreements (CETAs), first. Then, depending on the acquisition strategy, Army customers may utilize the ITES-SW2 contracts or DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreements (BPAs). Army customers are required to submit and receive a Command-level ITAS Approval for all IT purchases to facilitate Army tracking of IT spend. In addition, if Army customers wish to purchase outside of the Digital Marketplace, they must obtain a Statement of Non-Availability from the Digital Marketplace and a HQDA-level ITAS Approval. Note that purchasing from a J/ELA, CETA or DOD ESI BPA is considered purchasing through the Digital Marketplace. See the Digital Marketplace FAQ page for further information.
Statement of Non-Availability (SONA)
Statement of Non-Availability (SONA) Info: Prior to requesting a statement of non-availability customers MUST determine if Digital Market contracts can provide the required IT products. If a product is not available from Digital Market because it has not been approved for use on the Army network by the US Army Network Enterprise Technology Command (NETCOM), the Statement of Non-Availability (SoNA) to purchase that product elsewhere does not authorize its use on the Army network. Before requesting a statement of non-availability you MUST verify that your product is not on a Digital Market contractor DOD Enterprise License Agreement (ELA). A Statement of Non-Availability cannot be processed without this verification. You may obtain verification by following the methods described (in the SoNA request area) below:
Important note regarding Information Assurance (IA) products: Verify that your product and version is listed on the DOD Unified Capabilities Approved Product List (DOD UC APL). For Information Assurance (IA) or IA enabled products not listed on the UC APL contact the HQDA CIO/G-6 Cyber Directorate Tools Management Team at ArmyIATools@conus.army.mil for additional guidance prior to requesting a Digital Market Statement of Non-Availability.
