Cameron Chell reposted thisCameron Chell reposted thisStrong policing partnerships extend beyond borders. At the IACP conference, I had the opportunity to address the executive directors of State Associations of Chiefs of Police (SACOP) from across the country, sharing the international police delegation program we lead at the Rutgers Miller Center on Policing and Community Resilience in collaboration with the University of Virginia. The program brings police leaders together to exchange insights, learn from international counterparts, and build relationships that strengthen preparedness and democratic policing. It was especially rewarding to reconnect with so many program alumni attending IACP. A reminder that the value of these delegations continues long after the visit ends. #IACP2026 #GlobalPolicing #PoliceLeadership #RutgersMillerCenter

Cameron Chell shared thisAs a proud born and bread Albertan I could not have been more taken back than I was today when one grasps the level of commitment we have across the Country and in particular today in Edmonton at the UofA. UofA’s Security and Defence Platform is world class but of course little known by Canadians. Canada plays a bigger role across the global Defence / Security scene than most Canadian’s would give Canada credit for. The role Canada has to play going forward is increasingly key in maintaining global balance & security, particularly in the Arctic. Signaling to the folks at UofA my and many other admiration and thanks for doing the work you are doing and for the reasons you are doing it. You are a cornerstone, IMO, of the Defence Industrial Strategy which is the key to our ability to pay for and fight for our sovereign future. 👏👏👏Centre for Applied Research in Defence and Dual-Use Technologies (CARDD-Tech)

Cameron Chell shared thisMuch of the background from which I was able to pull from on today’s Fox News interview comes from Draganfly’s experience working on and developing platforms like the Orca fixed wing maritime platform. Under the brilliant Leadership of Jonathan Baron and Andy Chapman.Cameron Chell shared thisParticipated in C4F's FLEX 2026 where we operated Orca fixed-wing UAVs from a modest range support vessel serving as mothership for the experiment's unmanned aerial and surface systems targets. The Orcas, multiple remote-controlled surface vessels, mesh-network communications, distributed operators, and beyond-line-of-sight connectivity were embarked with essentially no modification to the ship. The systems were simply walked aboard or craned aboard. Several observations stood out: • Small autonomous craft proved surprisingly difficult to detect and track. • UAS/USVs profoundly extended the vessel's reach far beyond the horizon. • The entire UAS capability package fit within a standard shipping container. The remote controlled boats were stored on the ship's open service deck, and easily deployed by crane. All were operated by a remarkably small crew. • Orcas had integrated multi-mode warheads and cameras. The target boats could've easily carried ship-killing payloads in lieu of their ballast. One didn't have to squint too hard to see that significant maritime combat power can now be projected from vessels that aren't traditionally considered combatants. Ask any Navy Captain: How complicated would it be to face large numbers of UAS equipped with sensors and warheads, launched from distances further than your organic sensors and weapons can reach? How much more cautious would you be knowing that fast small boats carrying kinetics big enough to leave a gaping hole on the side of your ship could be lurking just over the horizon? And what if you knew that you were facing an adversary with multiple vessels with the systems described above? What if you knew they were networked but also didn't require the network to operate? This is terrifying for a defender. But also an opportunity...to close the hull count gap...because now, almost any vessel can fight. Cameron Chell liked thisCameron Chell liked thishttps://lnkd.in/g5QNM_9H Police need technology today more than at any point I can remember in my career. But even the most effective tools can be lost if we fail to build public confidence in how we use them. In my latest article, I examine a challenge facing police leaders across the country: technologies that help officers protect our communities are under increasing public and political scrutiny. Questions about privacy, access, information sharing and oversight deserve clear answers. Some concerns are legitimate. Others reflect a misunderstanding of how these systems actually work. Police leaders have a responsibility to address both.I also highlight the good work of Chief Jimmy Sacca and the Elizabeth Police Department in New Jersey, whose approach reinforces the importance of pairing police technology with clear policies, accountability and community trust. Having good technology is no longer enough. We must explain why we need it, how we use it, who has access and what safeguards hold us accountable. We have been down this road before. With the threats confronting our communities today, we cannot afford to lose essential capabilities because we failed to earn public trust. Please read the article and share your perspectives. #Policing #PublicSafety #PoliceTechnology #PublicTrustDon’t wait for the controversy: What Elizabeth PD’s drone program teaches about public trustDon’t wait for the controversy: What Elizabeth PD’s drone program teaches about public trust

Cameron Chell liked thisCameron Chell liked thisA data center may serve the world. When it is threatened, the first call is local. In my latest article, I examine the national security implications of protecting the data centers that power our economy, communications, and increasingly, artificial intelligence. For police executives, these facilities carry responsibilities that extend well beyond their walls. A disruption can have national consequences, yet the officers responding first need clear plans, established partnerships, and the resources to act. We need to bring law enforcement into the conversation early; before construction is complete, before a threat emerges, and before an emergency exposes the gaps. This is a conversation about national resilience, and local preparedness must be part of it. Cameron Chell liked thisCameron Chell liked thisWhen a defense supplier halts production, program offices often look for a grant. Capital assistance often takes a year or more to deliver, which doesn't solve an active assembly-line stoppage. Contracting officers have faster levers they can pull immediately. Before requesting industrial base funds, check these options: • Rated orders: DPAS priority ratings push rated orders ahead of unrated production. • Vanishing parts: GIDEP alerts and lifetime buys lock in parts before the line closes. • Alternative sources: DCMA capability assessments and DLA source approval qualify new vendors. • Direct expansion: Title III, IBAS, and OSC address actual domestic footprint gaps. Title III and priority allocation authorities are set to expire December 11 unless Congress extends them. A five-year extension cleared committee, but the statutory window remains tight. To track where funding actually went, I built an unclassified ledger of 172 industrial base awards announced since January 2025. Among those, 102 public actions account for roughly $21.4B across mixed instruments, including contract ceilings, Title III awards, equity, and loans. The ledger highlights several gaps: • Castings and forgings: $1.1B allocated in the 2025 reconciliation law. We found no public Title III or IBAS awards to U.S. foundries or forge shops through October 2026. • Advanced packaging: Three Commerce awards remain stalled or terminated. DoD estimates 98% of assembly, packaging, and test happens overseas, per GAO. • Artillery munitions: Army 155mm hit ~36,000 rounds monthly in March 2026 against the 100,000 goal. As of March 2026, Mesquite had produced no in-spec metal parts. • Drone components: The Drone Dominance Program requires non-Chinese magnets, cells, boards, and GNSS by February 2027. We found no public Title III or IBAS awards for flight controllers, radios, thermal cameras, or GNSS modules. The field guide breaks down 16 funding offices, typical award sizes, and direct entry points. The companion spreadsheet tracks recipient details, industry classifications, and verified sources across each transaction. Grab the Industrial Base Guide here: https://lnkd.in/gTttQRnx

Cameron Chell liked thisCameron Chell liked thisInternational partnerships strengthen how we police, how we prepare, and how we protect public trust. Earlier this week at the Rutgers Miller Center on Policing and Community Resilience, we hosted colleagues from the Police Service of Northern Ireland (PSNI), and experts from the US government and our own NJ State Police as part of our International Distinguished Lecture Series. Our speakers brought international, federal, and New Jersey perspectives to managing modern protests and major events. Addressing a crowd of nearly 100 command staff and senior public order officers were: • Assistant Chief Constable Melanie Jones, PSNI — public order leadership and the Gold, Silver, Bronze command model. • Assistant Director Jason Kepp, Federal Protective Service — Dialogue Policing, communication, legitimacy, and de-escalation. • Lieutenant Colonel David Sierotowicz, New Jersey State Police — security planning and unified command for the 2026 FIFA World Cup. The value of this mission lies in connecting shared experience to everyday policing: preventing escalation, strengthening coordination, using technology effectively, and protecting communities while respecting their rights. Thank you to our speakers, the PSNI delegation, and host agencies for helping us turn international relationships into practical learning. Cameron Chell liked thisCameron Chell liked thisThe narrative that Congress slashed the Pentagon's autonomy budget from $54.6 billion to $1.0 billion falls apart once you look at how the request was built. Appropriators did not cut the program. The Department itself split the line. The entire $54.6 billion request sits under the Defense Autonomous Warfare Group, operating under U.S. Special Operations Command. In FY2026, DAWG received $225.9 million. For the upcoming cycle, the Pentagon placed $1.0 billion in its base discretionary request and parked the remaining $53.6 billion in proposed mandatory funding dependent on a future reconciliation bill. Capitol Hill responded consistently across committees. Both the House and Senate Armed Services Committees authorized DAWG at exactly $1.0 billion. House appropriators then funded the $1.0 billion discretionary request in full, taking no action on the reconciliation column that sits outside their committee jurisdiction. House defense appropriators explicitly warned about this budget strategy in their committee report, calling the two-track reliance on reconciliation "risky and uncoordinated." For autonomous hardware builders, the actual fiscal constraint sits in two places. First, the Continuing Resolution through December 11 funds agencies at prior-year rates, holding DAWG at its $225.9 million baseline for the first quarter of the fiscal year. Second, the math behind the $53.6 billion reconciliation proposal has narrowed. The House budget resolution set aside roughly $60 billion for defense reconciliation against an initial $350 billion request. If that ceiling holds, DAWG's request alone would consume nearly nine-tenths of the entire defense reconciliation allocation. Meanwhile, the administrative architecture is moving on its own timeline: • Autonomous Warfare Command: Announced September 30, with stand-up planned for October 1, 2027. A four-star commander has not been named. • Project Agincourt: Structured to lay groundwork for AUTOWARCOM while continuing the work of the Pentagon's Direct Reporting Portfolio Manager for Unmanned Systems. • Army FASCOM: The Army confirmed U.S. Army Futures and Autonomous Systems Command will be commanded by a three-star general officer, with a separate Army Portfolio Acquisition Executive for Autonomy planned. Defense tech vendors reading headlines about a $55 billion drone windfall are planning against reconciliation money that has neither statutory backing nor room under current budget caps. ---------- Like this content?
