Usual memo to self:

  • update the version number in stdlib/OpenBLAS_jll/Project.toml
  • update the version number in deps/openblas.version
  • update deps/openblas.mk and patches in deps/patches/ as necessary
  • refresh checksums with make -f contrib/refresh_checksums.mk -j openblas

Usually if the tests pass, I think it is safe to upgrade openblas.
