The Planning & Development Department is responsible for the administration of local land-use regulations established by the County Commission for areas outside the planning and zoning jurisdiction of the county’s ten municipalities. Departmental activities generally fall within the following sections:
Issuance of zoning permits, subdivision review, land use planning, floodplain administration for the county and all municipalities except Salisbury and Kannapolis, road naming, and address assignment.
Create and maintain GIS data including 911 addressing and custom map making.
Investigate complaints regarding non-compliance with zoning, solid waste, and nuisance ordinances.
Rowan County Environmental Management's Erosion Control Program follows local and state ordinances to prevent sediment pollution.
