Special Operations & Intelligence Unit
Overview
The Special Operations & Intelligence Unit within the Division of Adult Correction and Juvenile Justice has responsibility for the development and implementation of the agency security posture, including policies and procedures impacting the general public, staff, and offenders under the authority of the Division.
Additional, responsibilities include identifying appropriate security goals, objectives, standards, strategies and technologies used; coordinates and directs activities of both Prisons and Community Corrections staff and oversees the collection, analysis and sharing of intelligence information.
Drug Testing & Intervention
Special Operations & Intelligence manages the drug and alcohol testing and intervention programs, offering guidance to field staff and monitoring testing compliance. Additionally, Special Operations & Intelligence manages these programs to reduce the flow of drug contraband into prison facilities and reduce the amount of illegal drugs being utilized by the inmate population and the managed offenders of Community Corrections.
Litter Sweep; Prisons Highway Work Crews & Road Squads; NCDOT Supervised Inmates
Special Operations & Intelligence provides program oversight and serves as the liaison between Prisons and the North Carolina Department of Transportation, which annually employs the assistance of NCDPS to make available all minimum and medium custody road squads during bi-annual roadside cleanup project “Litter Sweep”. Litter Sweep normally involves a two-week effort each spring and fall for and annual total of four weeks. Throughout the rest of the year, on every available weekday, Prisons inmates pick up litter and do other light roadside maintenance duties throughout the state. This large, organized program provides a valuable service to the citizens of North Carolina and ensures that many inmates are engaged in meaningful work throughout the year. Statewide, approximately 800 inmates are assigned to work crews supervised by Prison staff, and approximately 700 more are supervised each day by Department of Transportation staff.
Emergency Preparedness and Disaster Recovery
Special Operations & Intelligence coordinates the overall emergency preparedness for the Division of Adult Correction & Juvenile Justice organizational units. This unit provides guidance and resources to both successfully plan and fully maintain critical agency operations throughout emergencies, and also serves as the liaison with North Carolina Emergency Management (NCEM) to answer requests for transportation, inmate labor resources and supervision of emergency shelters and communities during and following statewide emergencies.
Special Operations & Intelligence maintains an active role as State Emergency Response Team (SERT) partner and participates in exercises and training scheduled by NC Emergency Management throughout the year. Special Operations & Intelligence also coordinates the annual in-service training for all the tactical teams such as the Hostage Negotiation Team (HNT), Prison Emergency Response Team (PERT), Special Operations Response Team (SORT), The Special Operations Target Interdiction Team (SOTIT) and Canine (K-9) Team.
Security Threat Groups
The Division of Adult Correction & Juvenile Justice's Special Operations & Intelligence Unit is responsible for monitoring and managing male and female offenders who have been identified as having affiliations with Community Threat Groups (CTG) and Security Threat Groups (STG) members; by providing training to division staff, law enforcement agencies and maintaining databases used to track and identify gang members who are incarcerated and/or under supervision within our communities. Special Operations & Intelligence is responsible for establishing procedures to gather, monitor, coordinate and track intelligence information necessary to counter planned criminal activities by offenders and to manage inmate Security Threat Groups (STG) and Community Threat Groups (CTG) efforts.
Division of Criminal Information
The DCI section provides warrant and wanted person information through the National Crime Information Center 24 hours a day. The section receives, processes, and maintains more than 12,000 warrants for offenders that have absconded supervision from Community Corrections; making it the largest DCI operation in the State.
- Oversees all probaiton and parole absconder warrants
- Enters all warrants for Community Corrections
- Provides information to law enforcement about offenders status
- Assist with entry of emergency parole warrants
- Monitors all expired absconder cases
- Monitors all out of state and federal parole detainer cases
- Provides information to field staff as needed
- Monitor and respond to public absconder tip lines
Extradition
The Extradition Section is a section within NC Division of Adult Correction and Juvenile Justice – Special Operations & Intelligence Unit. The Extradition Section is comprised of six administrative staff and four extradition lieutenants pursuant to the Federal Uniform Criminal Extradition Act as incorporated in Article 37 of the North Carolina General Statues and executive order, the Extradition/Fugitive Section coordinates all extradition missions for NC Department of Public Safety, and those requesting state reimbursement for county and local law enforcement cases for all 100 counties.
Task Force Officers/US Marshals
The primary mission of the Violent Fugitive Task Force is to seek out and arrest in a joint and coordinated effort; persons who have outstanding state and/or federal warrants for their arrest. The intent of this joint effort is to increase public safety through the location and apprehension of state and federal fugitives.
Special Teams
PERT
Prison Emergency Response Team is a highly trained tactical unit comprised of security and custody personnel, medical personnel, and other staff required to engage and terminate the spread of an emergency. PERT is a select unit of highly motivated, well disciplined, properly equipped and well trained officers who serve and protect the public by providing assistance in the containment and resolution of prison emergencies and specialized assistance in meeting operational needs that may arise within the state prison system. PERT also provides supportive and tactical assistance to other public agencies. PERT exemplifies the highest standards of professionalism.
Hostage Negotiation Teams
The Hostage Negotiation Teams are select four-person teams of highly motivated, well disciplined, properly equipped and well-trained personnel who serve and protect the public by attempting to arbitrate peaceful resolution to emergencies that could include armed, barricaded subject situations and possible other tasks as designated by the Chief of Security.
Special Operations Target Interdiction Team (SOTIT)
Special Operations Target Interdiction Team (SOTIT) is a highly trained marksmanship unit comprised of security and custody personnel and other staff tasked to resolve certain prison emergencies. SOTIT team members are specially trained to gather intelligence, offer precision fire as directed and observing the threat(s) at all time. SOTIT is a select team of disciplined, well trained staff who serves and protect the public by providing the option of a resolution to any prison hostage situation by use of lethal force. SOTIT also provides an intelligence gathering capability as well as a tactical resolution option to emergencies that could include armed, barricaded subject situations and possible other tasks as designated by the Chief of Security.
Special Operations Team (SORT)
Special Operations Response Team (SORT) is a highly trained tactical unit comprised of security and custody personnel and other staff required to resolve certain prison emergencies. SORT is a select unit of highly motivated, well disciplined, properly equipped and well trained staff who serve and protect the public by providing the option of tactical resolution to any prison hostage situation by use of less than lethal or lethal force. SORT also provides the tactical resolutions option to other emergencies such as dangerous fugitive apprehension, high risk prisoner transport, injured officer rescue, man tracking of escapees, armed, barricaded subject situation and other special needs tasking as designated by the Chief of Security.
