The SEL COTS Study, Phase 1 - Initial Characterization Study Report presents the results of the first portion of SEL COTS Study. This report provides a characterization of the COTS process as seen in action, documenting the process flow for a COTS process and recommending changes in the process of how COTS are incorporated into systems. These changes include local improvements to the process, such as the suggested "COTS Review" an early in life cycle review that would give an opportunity to go over high level decisions as to which components to purchase as COTS, which to develop from scratch and what glueware or wrappers need to be developed. Other examples of local improvements are adding the emphasis that administrative support is crucial, and that support from external groups, such as product evaluation teams would benefit COTS-based development teams. Additionally, global recommendations include a closer link between COTS product evaluation and selection and Requirements Analysis, adjust process based on level of COTS-based development as compared to the whole system.
