Women's Health: Learn Your Coverage, Ask Your Questions, Get Your Care Covered

Understand Your Reproductive Health Coverage, Find Services, or File a Complaint

The Vermont Department of Financial Regulation (DFR) protects Vermonters by making sure insurance companies treat consumers fairly and follow the law.

This webpage provides resources and tools to help you understand your health insurance coverage for reproductive care, find care including telehealth, file complaints, or get other support in Vermont.

Federal and state laws* require Vermont-regulated health insurance plans to cover many virtual, preventive, and reproductive health services at low or no cost.**

These services include:

  • Contraceptive care, including a 12-month supply of prescription birth control, counseling, procedures, and follow-up visits
  • Cancer screenings and other preventive services
  • Menopause and perimenopause care
  • Abortion services, including medication abortion
  • Telehealth services

You have the right to file a complaint if you are charged incorrect out-of-pocket costs or request an external appeal if you're denied coverage for services. DFR reviews all complaints, follows up with your insurer, and requests a response on your behalf.

Vermont Women’s Health Care Access Study and Campaign

The Vermont Department of Financial Regulation (DFR) partnered with NORC at the University of Chicago on a two-part project to assess and promote access to reproductive and preventative health services across Vermont.

First, DFR and its partners conducted a study to assess Vermonters' access to reproductive and preventative health services through commercial insurance. Explore the study report here.

Building on these findings, DFR has developed an audience-centered outreach and education campaign to promote improved access to care.

If you are interested in learning more or sharing the campaign materials with your network, contact DFR.WomensHealth@vermont.gov to request a partner toolkit with ready-to-use campaign materials.

* The Vermont Access to Birth Control Act (8 VT Stats § 4099c) requires state-regulated health insurance plans to cover contraceptive services with no out-of-pocket costs, including a 12-month supply of prescription birth control, contraceptive counseling, contraceptive-related STI and pregnancy testing, follow-up visits, and procedures including contraceptive device insertions and injectable contraceptives.

**Vermont‑regulated health insurance plans include plans sold on Vermont Health Connect, Medicaid, and many employer plans based in Vermont. Some employer plans may be exempt from Vermont law. Coverage depends on your specific health plan.

Did you know?

In 2023, DFR investigated and found that insurance companies were charging out-of-pocket for contraceptive services that should have been free. As a result, the insurance companies repaid more than $1.5 million to over 9,000 Vermonters.
